Chinese Tariff and Likin.

Your telegram No. 60 of Maj lut. I have reported

on this subject and transmitted copies of correspond-

ence with Wai-wu-pu in my despatch No. 103 of the 24th

ultimo sent home viê Siberia, please awuit its arrival.

Chinese Government have made no serious effort to

reform the currency in spite of repeated representa-

tions from the Diplomstic Body; they can scarcely ex-

pect support in obtaining increase of the tariff until

they go so. New Likin stations have moreover been

established in several places although their ostensible

object is to abolish Likin.

The Chinese Government have the power to remedy

the excessive minting of copper coins, the issue of

inconvertible paper notes and other matters prejudicial-

ly affecting foreign trade, and I think that the up-

pointment of a Commission should be subject to the con-

dition that an effective remedy to these abuses is up-

plied
